(A) The Common Council shall be composed of five members, four of whom are elected from districts and one of whom is elected at large.
(B) The districts as determined by the County Commissioners, shall be as follows.
(1) Councilmanic District One. District No. 1 shall encompass all portions of the city lying west of that portion of the Louisville and Nashville Railroad still in operation and north of the following described line:
Beginning at the western most point of the city as the same intersects with Sycamore Street, east on Sycamore Street to Ninth Street, north on Ninth Street to Anderson Street, east on Anderson Street until the same meets Feather Creek, northeast along and with Feather Creek until the same meets with the Louisville and Nashville Railroad.
(2) Councilmanic District Two.
(a) District No. 2 shall encompass all portions of the city lying north and east of that portion of the Louisville and Nashville Railroad still in operation and all portions of the city lying south of District No. 1 and north of the following described line:
Beginning at the western most point of the city as the same intersects with Blackman Street, east on Blackman Street to Fifth Street, south on Fifth Street to Walnut Street, east on Walnut Street to the eastern most corporate boundary of the city.
(b) District No. 2 shall also encompass all portions of the city lying along State Road 163 as the same lies west of that vacated portion of the Louisville and Nashville Railroad.
(3) Councilmanic District Three. District No. 3 shall encompass all portions of the city lying south of District No. 2 and north of the following described line:
Beginning at the western most point of the city as the same intersects with Wabash Avenue, east on Wabash Avenue to Whitcomb Avenue, east on Whitcomb Avenue to Ninth Street, south on Ninth Street to Wabash Avenue, east on Wabash Avenue to Fourth Street, south on Fourth Street to Eureka Street, east on Eureka Street to the eastern corporate boundary of the city.
(4) Councilmanic District Four. District No. 4 shall encompass all portions of the city lying south of District No. 3.
(5) Councilmanic District At-Large. Councilmanic District At-Large shall consist of the entire city.
(C) A map showing the boundaries of the Councilmanic districts shall be created and maintained at City Hall.
(D) Redistricting of Councilmanic districts shall be done in 1982 and at least every ten years thereafter in accordance with I.C. 36-4-6-4 and I.C. 36-4-6-5.
